Norway has a large public economy and public entities are an important player in a number of markets. For many companies, contracts with public entities account for a significant part of the turnover. The procurement regulations establish the framework for how competition for public contracts should take place and are thus the central instrument for ensuring efficient and fair use of public funds.

There is an ever increasing focus on the procurement of products and services, including issues such as who are subject to the procurement rules, which contracts must be put out to tender, what is the correct way to manage the procurement process and which course of action is available to a tenderer feeling that it has been treated unfairly during the procurement process.
